Norway is at a crossroad with its drug policies. In the end of 2019,a model for a Drug Reform that will put an end to punishment for use and possession of illegal drugs will be presented to the Ministries of Health and Justice.The goal is to offer help from health services instead.In this reform climate I wanted to explore possibilities for service innovation in the drug care landscape to give new beginnings to persons with addiction challenges. I came across harm reduction,which is an approach to improve health and give persons with high-risk addiction challenges a more dignified life,through offerings such as safe injection sites with supervison and sterile syringes. My diploma proposes a new public service, Luna, which serves as national harm reduction centers. At Luna,the members can get a more comprehensive care package when living a high-risk drug life. A person with high-risk addiction needs more than just health care,that means help with nutrition, hygiene,social inclusion and other aspects that relates to human well-being. Luna is a holistic approach to the user’s needs and an attitude towards drug care. It includes a language, a set of values and offerings, service structure, identity and new ways of delivering public drug related services. Luna’s values are openness & tolerance, support & responsibility. Luna brings brighter days to its members. Luna – for lysere dager.
